Prioritizing Sustainable HIV Prevention Financing in Zambia
Event Overview:
The Ascend Futures Foundation, in collaboration with Tides24 Foundation Zambia, SAT Zambia, the National AIDS Council, the Zambia Medical Association, and the Healthcare Federation Zambia, recently hosted a pivotal meeting focused on “Prioritizing Sustainable HIV Prevention Financing in Zambia.” This gathering brought together key stakeholders from government, civil society, the private sector, and international partners (UNAIDS, WHO, UNICEF) to address the pressing issue of funding cuts affecting HIV services in the country.
Key Takeaways:
1. Urgent Need for Domestic Financing:
The discussions highlighted the critical necessity for domestic financing solutions to ensure the sustainability of HIV prevention and treatment efforts in Zambia. As external funding sources diminish, it is imperative for Zambia to invest in its own health initiatives.
2. Government Leadership is Essential:
The role of government leadership was underscored, particularly the involvement of the Ministries of Health and Finance, along with the National AIDS Council. Their commitment is vital in crafting a comprehensive HIV financing strategy that can effectively address the challenges faced.
3. Innovative Proposals for Funding:
Several proposals emerged during the meeting, including:
– Establishing a dedicated HIV and Health Fund to streamline resources.
– Introducing tax incentives to encourage local pharmaceutical manufacturing of commodities and medicines.
– Integrating HIV services into broader health systems to enhance sustainability and accessibility.
4. Focus on Prevention Services:
Participants emphasized the importance of strengthening prevention services, especially for young people. Ensuring continued access to biomedical prevention tools such as oral PrEP, Injectable PrEP and those to be introduced such as PrEP Ring and Lenacapravir, is crucial for maintaining progress in HIV prevention and Choice still remains as important as before the funding cuts as people’s needs have not changed. There is still unmet need for people who want to stay negative and want take control of their lives.
5. Building a Resilient Health System:
The consensus among stakeholders was clear: Zambia must prioritize domestic HIV prevention financing to safeguard the progress made in combating the epidemic. This transition presents an opportunity to reimagine a stronger HIV response that is rooted in community engagement, innovation, and sustainable local investment.
